LOCAL GOVERNMENT AND REGIONAL STATE ADMINISTRATIONS POWERS IN CREATING THE ENVIRONMENT FOR A CIRCULAR ECONOMY
Abstract
The article provides an in-depth analysis of the mechanisms and powers through which local governments and regional state administrations can catalyze the transition to a circular economy. Using the 3P (People, Policies, Places) framework and the methodology of the Circular Cities and Regions Initiative (CCRI), the study identifies three main roles for local authorities: promoters, facilitators and enablers. The paper highlights the shift from traditional functional waste management to the systemic orchestration of circular value chains, in particular in targeted sectors such as construction and forestry. Particular attention is paid to the Ukrainian context, where decentralization and post-war recovery strategies, including the Circular Economy Development Strategy until 2035, create a unique foundation for regional sustainability. The study concludes that successful implementation requires addressing governance gaps through reflective regulation, green public procurement, and digital monitoring systems.
